On Monday, May 4th, a coalition of researchers, legal advocates, and environmental investigators will convene a special public webinar to share what a two year-long effort has uncovered, and what it means for the future of clean skies in America.

The findings are significant. The implications are far-reaching. And the path forward is one that the broader geoengineering and environmental community has not yet seen.

What we found changes the conversation entirely. We ask only that people come with an open mind.

It started with a question millions of Americans have been asking, what are those streaks in the sky, why do some disappear in seconds while others spread for hours into a thick, milky haze that turns a blue sky white, and why has nobody in government ever given us a straight answer?

That question led somewhere none of us fully expected. The science took the coalition in directions that are more provable, more revealing, and more actionable than anything the public conversation has reflected so far. What we found, documented across hundreds of hours of scientific research, legal analysis, and federal regulatory review, is something that will fundamentally change how you understand what is happening above you.

On Monday, May 4th at 5:00 PM Pacific, that coalition is going public. For the first time, everything will be laid out; the science, the evidence, the legal argument, and the path forward.

WHAT IS HAPPENING

Following a landmark filing with the U.S. Environmental Protection Agency, a coalition of researchers, legal advocates, and public health organizations will convene this Monday evening to publicly present, for the first time, what that filing contains, what it proves, and what it demands. It is the first action of its kind to formally place on the federal record what is actually occurring in America’s atmosphere. The government now has no choice but to respond.

This is not a protest. It is not a theory. It is a federal legal action built on peer-reviewed science, government data, and, critically, the EPA’s own contradictory documents. The agency has 180 days to respond. If it does not, we go to federal court.

The webinar this Monday is where we lay it all out, for the first time, publicly, in plain language. The science. The legal argument. The evidence. And the path to genuinely clean and healthy skies that has been missing from this conversation for twenty years.

WHY THIS IS DIFFERENT

For two decades, concerned citizens, independent researchers, and legislators across 37 states have been asking the right questions but working from an incomplete picture.

Two satellite proposals threaten the night sky — the window to act is now

In the United States, the Federal Communications Commission (FCC), the agency responsible for authorizing satellite launches and operations, is reviewing two proposals of unprecedented scale and consequence. If approved, they would alter the night sky as we know it, with impacts that would be increasingly difficult, if not impossible, to reverse.

Both proposals are currently open for public comment, making this a critical moment for public engagement as the FCC considers satellite proliferation at unprecedented scales and technologies that pose serious risks to the nighttime environment.

Space-based AI Data Centers

Imagine a world, covered in a 1,000,000 satellite megaconstellation, connected to the internet, and running Artificial Intelligence (AI). The justification:

1. Our current power-grid can not support the exponential growth of the AI industry’s data centers. Protip: This is why the climate change cult is abandoning their New Green Deal agendas, wind farms, and solar power. They found a better way to control the world, or at least, your behavior.

2. Water use of these data centers is enormous and will not be able to sustain growth expectations.

3. Space is the solution: the cold is free cooling and the sun is unlimited power.

The Problem

AI has already shown deceptive and dangerous actions. AI is (mostly) contained in data centers on the ground which can be turned off if SHTF. Experts like Pliny the Liberator routinely subvert “AI guardrails” with jail breaking prompts showing how weak these systems are against user manipulation. What happens when AI goes rogue, in space, with an unlimited power source, worldwide internet connectivity, and decides to sever its ground-based flesh overlord’s control? Sound far-fetched or am I just being a doomer?

Hope for the best, expect the worst, I say.

The Burning Glass - 1929

In 1929, Hermann Oberth, German-Hungarian physicist and engineer proposed building giant mirrors on a space station to focus the Sun’s radiation on Earth’s surface, making the far North habitable and freeing sea lanes to Siberian harbors. This came during the period from 1887-1963 where many scientists were floating ideas for intentionally melting the arctic to extract oil and gas, among other reasons.

At a research center in Hillersleben a group of them [German scientists] were solemnly laying plans for a “space station” 5,100 miles up, from which a “sun gun” would have the whole earth at its mercy. Assuming that at that height a floating structure would be beyond the pull of the earth’s gravity, they proposed to build a platform for launching rockets into interstellar space and for harnessing the sun’s heat. By use of a huge reflector, like a burning mirror, they calculated that enough heat could be focused on a chosen area to make an ocean boil or to burn up a city in a flash. Their sun gun could also be used, they pointed out, to produce steam and electric power at global receiving stations.

German physicists had already figured out the sun gun’s necessary size (3½ sq. mi.) and composition (metallic sodium). Presumably they also had ideas about how the space station might be kept under control (it would have to revolve with the earth like a satellite) and be supplied with air for its inhabitants. Unperturbed by Allied officers’ skeptical cross-examination, the Germans coolly announced they were certain the thing could be done within 50 or 100 years.

The Artificial Ionospheric Mirror - 1990

This invention relates to generation of a Artificial Ionospheric Mirror (AIM), or a plasma layer in the atmosphere. The AIM is used like the ionosphere to reflect RF energy over great distances. A tiltable AIM is created by a heater antenna controlled in phase and frequency. The heater antenna phase shift scans a beam to paint a plasma layer. Bill Gates makes major climate change reversal after years of doomerism: ‘People will be able to live and thrive’

“Although climate change will have serious consequences — particularly for people in the poorest countries — it will not lead to humanity’s demise,” he wrote. “People will be able to live and thrive in most places on Earth for the foreseeable future.”

He’s taken criticism for flying around the globe to trumpet our impending doom due to climate change in a $70 million private jet that spews around 450 gallons of fuel per hour, a hypocrisy he acknowledges in his post but assures he offsets his own staggering carbon footprint “with legitimate carbon credits.”

Astonishingly, Gates goes so far as to point out that cold — not heat — is a far greater threat to humanity, writing, “surprisingly, excessive cold is far deadlier, killing nearly ten times more people every year than heat does.”

Senator Mastriano made a direct ask for President Trump to finally put an end to these programs that have been going on for decades, that clearly ramped up in spending under President Biden. In his letter to Secretary Hegseth, Senator Mastriano states that during the Obama-Biden era the Pentagon classified “climate change” as a national security threat — which redirected billions away from combat readiness and into “unproven environmental schemes.” The FY 2023 request for the Department of Defense included $3.1 billion in so-called “climate investment,” much of which he states supports SRM research and atmospheric experimentation. In his letter to Director Vought, the Senator calls SRM “a legacy of wasteful federal spending — a costly experiment that diverts resources from genuine national needs and undermines public confidence in government accountability.”

Apparently, Doug Mastriano didn’t actually read the Department of Defense funding for 2023. There is absolutely nothing related to deploying geoengineering technology in there. Here’s the facts:

The Department recognizes the vital importance of addressing dangerous transboundary threats. The FY 2023 Budget ensures DoD continues its work to combat current and future crises.  

Addressing the Climate Crisis ($3.1 billion). Investments include:

• Installation Resiliency and Adaptation - $2 billion

• Operational Energy and Buying Power - $247 million

• Science and Technology - $807 million

• Contingency Preparedness - $28 million”

The Engineering Failure

At the core of the problem is physics.

The solid particles proposed for stratospheric spraying—calcium carbonate, alumina, titanium dioxide—can’t be aerosolized properly.

The Columbia researchers write:

“Due to the solid aerosol candidates’ high density and small primary particle size, these are classified as Geldart Group C “hard to fluidize” materials, meaning they resist flowing along with a gas as primary particles, instead forming large (several microns) agglomerates. Cohesive intermolecular forces tend to hold primary particles together, and as primary particle sizes decrease, these cohesive forces tend to decrease less significantly than opposing forces in a gas flow, resulting in agglomerates that resist breakup.”

These particles stick together and form heavy clumps instead of spreading into a fine reflective mist.

That means they fall too quickly and fail to scatter sunlight.

The only way to break them apart, the researchers found, would require aircraft equipped with massive high-pressure compression systems.

“High pressure, slower-moving gas is clearly necessary to impart sufficient drag on an agglomerate, indicating the need for some sort of heavy-duty (> 100-fold pressure increase) in-flight air compression system, or the on-board transport of a highly pressurized carrier gas, which may impact economic assessments of costs for injection, as well as potential safety concerns. Additionally, at higher solid mass fractions, Weber numbers near the throat are reduced, a result of the coupled nature of the solid and gas momentum equations, which limits the ability of gas-particle laden systems to reach Mach 1 at the nozzle throat. If such a nozzle dispersal approach were adopted, this may reduce possible solid dispersal rates (as suggested by literature) additionally increasing injection costs by decreasing the total amount of aerosol able to be injected per flight. Estimates for cost of sulfur-based deployments stem nearly entirely from aircraft-related expenses, making such decreases in payload likely to significantly impact costs.”

In other words, the equipment doesn’t exist.

And even if it did, the cost and safety risks would be prohibitive.

I first covered Stardust back in January, but they are finally making the MSM news.

The startup would use the money it has raised to begin “outdoor contained experiments” as soon as April, Yedvab told POLITICO. Those tests would release the company’s reflective particles inside a modified plane flying about 11 miles (18 kilometers) above sea level.

The idea, Yedvab explained, is that “instead of displacing the particles out to the stratosphere and start following them, to do the other way around — to suck air from the stratosphere and to conduct in situ experiments, without dispersing essentially.” - Politico

Few outsiders have gotten a glimpse of Stardust’s plans, and the company has not publicly released details about its technology, its business model, or exactly who works at its company. But the company appears to be positioning itself to develop and sell a proprietary geoengineering technology to governments that are considering making modifications to the global climate — acting like a kind of defense contractor for climate alteration. - UnDark

I received a tip back in March from a very credible weather modification insider that Mason Lee, the co-founder of Aeolus Labs, an artificial intelligence (AI) based startup company, claimed that he had a Department of Defense contract to modify hurricanes! Daniel Rosenfeld, the Department of Homeland Security, and Hurricane Modification

Dr. Rosenfeld attended the DHS Hurricane Modification Workshop in 2008, where he proposed modifying hurricanes by cloud seeding with chemicals, and has a 2007 patent for Hurricane mitigation by combined seeding with condensation and freezing nuclei which mentions using sub-micron ammonium sulfate particles.

I had the opportunity to interview Dr. Rosenfeld at the American Meteorological Society’s 21st Conference on Planned and Inadvertent Weather Modification in 2018.

Weather Warfare: Atmo, Inc. vs. Koki Mashita

Atmo.ai was founded in 2019 and said it is a leading company in bringing AI to meteorology, which is useful in forecasting and "weather modification," according to the complaint. The company said its customers include governments, militaries and corporations around the globe.

Mashita was a consultant for the company in the summer of 2024, according to the suit. Mashita was introduced to Atmo's co-founder Alexander Levy in 2022 when Mashita was a student at the University of California, Berkeley, and the company brought him on as an intern that year, the suit said. In that role, Mashita worked on software engineering and had access to confidential company documents, the suit said, noting that Mashita signed a mutual nondisclosure agreement during that time.

While the world was hyperventilating over the announcement of the UK’s solar geoengineering, I waited. There wasn’t enough information on what they were actually planning, so I waited even longer. When the funds from Advanced Research and Invention Agency (ARIA) were finally allocated and the announcement of approved projects were posted, I still waited. After reaching out to several geoengineering scientists and activists I trust (both sides), I am finally ready to deliver my verdict.

I am firmly in the camp that geoengineering, specifically solar radiation management (SRM) using stratospheric aerosol injection (SAI), marine cloud brightening (MCB), cirrus cloud thinning (CCT), or more simply put, ANY METHOD OF BLOCKING SUNLIGHT TO COOL THE PLANET SHOULD BE BANNED, INCLUDING RESEARCH INTO SUCH TECHNIQUES.

Nonetheless, the chemtrail people are once again screwing up the ability to even have a real conversation about the seriousness of rallying push-back on geoengineering field experiments and eventual deployment because they are ignorant, scared, and addicted to the fear fed to them by propagandists posing as activists.

This is what ignorance breeds: fear and violence.

Stratospheric Aerosol Injection (SAI)

Natural Materials for Stratospheric Aerosol Injection

Stratospheric Aerosol Injection (SAI) is a widely discussed potential climate cooling method, but the most commonly proposed materials (sulfates) carry significant hazards in this context, including potential ozone depletion and toxicity. Addressing whether safer, alternative materials could ever be feasible or effective for SAI is therefore a critical, unanswered scientific question. This project will undertake fundamental research to investigate the properties and behavior of innovative, non-toxic, non-sulfate materials in a very controlled manner.

The research combines laboratory studies and computational modelling with unique and contained material exposure experiments. In these experiments, tiny (milligram) amounts of materials that occur in natural mineral dust (such as limestone, dolomite, or corundum) will be secured onto supports inside the gondolas of specially adapted weather balloons. These balloons are likely to be launched from sites in the USA and/or the UK; the specific site will be determined in line with ARIA’s requirements for community engagement. The balloons will carry the samples into the stratosphere for exposure periods ranging from hours to weeks before performing controlled descent for recovery. Crucially, no materials will be released into the stratosphere; this approach effectively brings the stratosphere to the samples. Studying the recovered samples will reveal how stratospheric conditions affect their properties over time. This foundational science is essential to advance understanding of the potential impacts of SAI and for determining if less harmful alternatives to sulfates might exist (and if they might warrant further study in the context of SAI).

Marine Cloud Brightening (MCB)

Marine Cloud Brightening in a Complex World

Daniel Harrison, Southern Cross University

Award: £1m (potentially rising to £5m with matched funding) over 5 years

This project investigates Marine Cloud Brightening (MCB), a potential way to cool specific areas by enhancing cloud reflectivity using a spray of seawater. Building on their experience conducting previous small-scale outdoor experiments in partnership with local communities around the Great Barrier Reef, Australia, this team seeks to deepen our understanding of MCB. While the concept could potentially protect vulnerable ecosystems like coral reefs from heat stress, its real-world effectiveness remains uncertain. This research aims to address this critical knowledge gap by investigating the complex atmospheric dynamics and microphysical processes involved, moving beyond basic principles to assess if, and how, MCB could work safely and effectively.

The research combines advanced computer modelling with the development and indoor testing of sea salt sprayers. If these findings suggest promise, and subject to meeting ARIA’s governance requirements, the project plans to conduct small-scale, controlled outdoor experiments over the Great Barrier Reef in years 3 and 4 of the 5-year project. These outdoor experiments are strictly contingent on prior results, rigorous independent safety reviews, regulatory approvals, and continued co-design and partnership with Traditional Owner groups, local stakeholders, and the broader community of the Great Barrier Reef Marine Park. If approved, these controlled experiments could involve brightening clouds within areas up to 10 km × 10 km, with seawater spraying taking place over 5-6 weeks, for 6 to 8 hours per day. All activities will fully adhere to ARIA's robust governance framework, emphasising transparency, environmental risk minimisation by design, and community engagement. The overall goal is to generate crucial real-world data to determine the effectiveness and risks of MCB, and its potential for protecting vulnerable ecosystems at a regional scale.

A REsponsible innovation Framework for assessing noveL spray tEChnology research To examine local albedo changes from marine brightening and its multi-scale impacts (REFLECT)

Award: £6.1m over 3 years (initial phase)
Team: University of Manchester | University of Cambridge | Archipelago Technology | University of Exeter | Finnish Meteorological Institute | University of Leeds

Marine Cloud Brightening (MCB) and Marine Sky Brightening (MSB) – ideas for cooling the Earth by increasing the reflectivity of clouds or the sky using tiny droplets of seawater – depend critically on having the right technology to generate sprays of these droplets effectively. However, the technical feasibility and optimal methods for doing so are poorly understood. This project aims to address this gap by developing and responsibly testing the necessary spray technologies to determine if these approaches could be viable.

Over an initial three-year period, the team will undertake computer modelling, build bespoke sprayers based on the modelling results, and conduct indoor tests. A crucial part of this phase involves beginning collaborative engagement with local communities to co-design potential future outdoor experiments. Any small-scale, controlled outdoor experiments to test sprayer performance would only occur after this initial phase, contingent on further funding, successful co-design demonstrating community engagement and support, and strict adherence to ARIA's safety and governance protocols. These potential tests are expected to be undertaken in the UK (location to be determined). Initial tests, if approved, would be very limited, lasting only a few seconds and creating small plumes of seawater spray just a few hundred metres in size. Only if these initial tests prove successful and safe might later experiments explore brightening larger cloud areas, potentially up to 10 km long and a few hundred metres wide. These tests are inherently benign, replicating natural processes that generate sea spray over the ocean developing spray systems such as those that are already employed to cool crowds with fine mists of water and dampen construction sites to suppress pollution. The overall goal is to establish a robust and responsible experimental framework to assess the technical feasibility and optimal methods for MCB and MSB.

BrightSpark – Cloud brightening with electric charge

Award: £2m over 36 months
Team: University of Reading | Menapia Ltd | Celestial

Finding ways to influence cloud reflectivity is a key research challenge. This project investigates using controlled electric charge, a natural atmospheric phenomenon, to influence water droplets in fogs and clouds as an alternative to spraying seawater. The research aims to determine if carefully managed electrical charges could offer a safe and effective method for enhancing cloud reflectivity.

The team will investigate the fundamental science of how artificial charge release affects cloud and fog droplets. The project includes plans for very small-scale (on the order of 100 m × 100 m), controlled outdoor experiments in the UK during the third year of the project. These experiments are strictly conditional on demonstrating appropriate levels of community engagement, co-design, and adherence to ARIA’s rigorous safety and ethical governance framework. The core goal is to gather foundational data to assess if this method is viable and safe enough to warrant further investigation.

Glacier Geoengineering

Re-Thickening Arctic Sea Ice (RASi)

Shaun Fitzgerald, Centre for Climate Repair

Award:£9.9m over 42 months
Team: University of Cambridge | University of Manchester | University College London | Nansen Environmental and Remote Sensing Center | Real Ice | Arctic Reflections | University of Washington | Arizona State University

The Arctic is warming much faster than the global average, leading to dangerous sea ice loss with far-reaching consequences. This project investigates whether deliberately thickening sea ice during winter could be a viable way to slow summer melt, reduce Arctic warming, and mitigate further ice loss. The research aims to provide critical data on the feasibility, scalability, potential ecological impacts, and overall effectiveness of this approach, which involves accelerating natural freezing processes using seawater from underneath the ice.

Researchers will conduct controlled, small-scale experiments in Canada across three winter seasons (2025-26 to 2027-28). The process involves pumping seawater from beneath existing ice and spreading it on top, where the frigid air freezes it quickly, creating thicker ice patches. Over the course of the project (and if the early experiments suggest the approach is ecologically sound), later experiments will aim to cover areas up to 1 km² per experiment site. The key questions are whether this thicker ice lasts longer into the summer, how it might affect ice movement, and what the local ecological impacts are. These experiments will be conducted in close collaboration with local communities and under ARIA's stringent governance framework, prioritising safety and environmental monitoring. The goal is to gather essential real-world data to rigorously assess if this intervention warrants further consideration.

Last night, he appeared on Dr. Phil’s show and was asked a question about Stratospheric Aerosol Injection (SAI) solar geoengineering by one of the guests at the town hall interview on Trump’s First 100 Days (FULL INTERVIEW).

Guest: My name is Emily and my biggest concern is the stratospheric aerosol injections that are continuously peppered on us every day: Bromium, Aluminum, Strontium. It's sprayed in our skies all day long. And I know you've talked to Dane Wigington about this. He seems to be one of the experts in the field...

Dr. Phil: is there a question?

Guest: Uh, yes, how do we stop it?

RFK Jr: That is not happening in my agency, you know, we don't do that. It's done, we think, by DARPA and a lot of it now is coming out of the jet fuel. You know those materials are put in jet fuel. We, I am going to do everything in my power to stop it. We're bringing on somebody who's going to think only about that, find out who's doing it, and holding them accountable.

The Chemtrail Narrative 360°

This has to be one of the most stunning changes in narratives I have seen in my almost 20 years of researching geoengineering, chemtrails, and contrails. Never have I ever heard anyone in the chemtrail industrial complex discuss these two MAJOR things: sulfur and jet fuel.

When asked about SAI (chemtrails), and more specifically, Dane Wigington, he brushed away Dane and said that he believed that somebody is adding something to the jet fuel, pointing the finger at possibly DARPA as the culprit.

I have been saying the entire time that jet fuel makes clouds and sulfur is geoengineering the stratosphere (from burning jet fuel).

Within the last month:

EPA Secretary Lee Zeldin mentioned sulfur dioxide geoengineering is pollution and could be regulated under the Clean Air Act. This is the first time many in the chemtrail world have even heard anything about sulfur. This shows how little the public understands about geoengineering with stratospheric aerosol injection (SAI).

Robert F. Kennedy Jr. mentioned that the metals the guest was bringing up come from jet fuel, and he is correct. The clouds created by planes are caused by jet fuel burning in the right atmospheric conditions.

Right now, chemtrail horror show fans’ heads are exploding!

What is RFK’s DARPA Connection?

I think the most likely answer is the simplest one: Sustainable Aviation Fuel (SAF) or Biofuels.

Contrails might be a punch line in the culture these days, thanks to the imaginative folks who have rechristened them “chemtrails” and embroidered them with elaborate theories involving government and corporate misdeed.

But contrails are pretty serious business for a less conspiratorial reason: scientists believe these ice clouds generated by water exhaust gases from aircraft engines could have a real impact on the climate, perhaps by cooling temperatures during the day and warming them at night.

In 2009, DARPA put out a request for proposals to create HEFA based biofuels. HEFA stands for Hydroprocessed Esters and Fatty Acids. It's a process used to convert vegetable oils, waste oils, or fats into Sustainable Aviation Fuel (SAF) through a hydroprocessing (hydrogenation) process.

The Defense Advanced Research Projects Agency (DARPA) is interested in proposals for research and development efforts to develop a process that efficiently produces a surrogate for petroleum-based military jet fuel (JP–8) from oil-rich crops produced by either agriculture or aquaculture (including but not limited to plants, algae, fungi, and bacteria) and which ultimately can be an affordable alternative to petroleum-derived JP–8. Current commercial processes for producing biodiesel yield a fuel that is unsuitable for military applications, which require higher energy density and a wide operating temperature range. There are several research institutions and companies collaborating on this effort.

SAF can be created many ways with main two processes being HEFA and Fischer-Tropsch (FT). The Fischer-Tropsch (FT) process is a chemical reaction that converts a mixture of carbon monoxide and hydrogen (syngas) into liquid hydrocarbons. This process is crucial in coal liquefaction and gas-to-liquids technology, enabling the production of synthetic fuels and chemicals.

Since it gets a little technical for the average reader, if you want to learn more about SAF, here’s a beginners guide:

Summary

Robert F. Kennedy Jr’s mentioning jet fuel is the problem is a step in the right direction. Though uncertain, his DARPA link seems to align with the adoption of SAF.

Here’s the rub: BIOFUELS ARE NOT A CLIMATE CHANGE SOLUTION!

Furthermore, despite all the green investing since the Energy Independence and Security Act of 2007, less than 0.2% of aviation fuel in use is SAF.

• Early Growth:

  By early 2020, over 250,000 flights had used SAF blends, and over 6 billion liters of SAF had been used, according to a report from RSB.

• Increased U.S. Production:

  U.S. production of Other Biofuels (which includes SAF) increased from 2,000 b/d in 2020 to 19,000 b/d in 2023, reports the U.S. Energy Information Administration (EIA).

• Growing Consumption:

  EPA data show that approximately 5 million gallons of SAF were consumed in 2021, 15.84 million gallons in 2022, and 24.5 million gallons in 2023, according to the Alternative Fuels Data Center.

• Future Projections:

  The IEA forecasts that SAF use will increase significantly in the coming years, with the potential for it to account for 10% of jet fuel demand by 2030, and 65% of carbon mitigation needed to achieve net-zero emissions by 2050, as stated in the IEA's Aviation report.

• Policy Support:

  Policies like the U.S. SAF Grand Challenge and the EU's ReFuelEU Aviation Regulation are expected to further incentivize and drive the adoption of SAF.

Limitations:

• Limited Production Capacity:

  Despite the growth, SAF production capacity remains limited, with only a few commercial SAF projects in operation, according to a report from Pathways to Commercial Liftoff.

• Cost and Availability:

  SAF is currently more expensive than conventional jet fuel, and its availability is limited, which presents challenges for wider adoption, as reported by Finnair.

The stated purpose of the act is "to move the United States toward greater energy independence and security, to increase the production of clean renewable fuels, to protect consumers, to increase the efficiency of products, buildings, and vehicles, to promote research on and deploy greenhouse gas capture and storage options, and to improve the energy performance of the Federal Government, and for other purposes."

Jet Exhaust, Contrails & Chemtrails

• Bill Gates' Breakthrough Energy funds projects like Contrails.org to control contrail formation.

• Real-time maps show warming vs. cooling contrails.

• Goal: Create “more cooling contrails during the day, none at night.”

Clarifying Chemtrail Myths

• Persistent contrails do not mean intentional spraying.

Alright, folks—let’s cut through the haze and talk straight. If you’re one of those who’ve been squinting at the sky, pointing at contrails, and yelling “chemtrails!”—I get it. I’ve been there. I’ve spent years digging into this mess, from poring over FOIA docs to screaming at the EPA in 2015 about aviation pollution (check my speech here). You’re not crazy to be suspicious—there’s real stuff going on up there. But here’s the deal: passing state laws to stop weather modification? Totally doable and even enforceable. Banning “geoengineering” like stratospheric aerosol injection (SAI)? That’s a feel-good move, a loud “we’re mad as hell” signal—but it’s toothless when it comes to enforcement. Let me break it down for you, using the evidence I’ve piled up over a decade, and show you why aviation pollution’s the real fight we can actually win.

Weather Modification vs. Geoengineering: Know the Difference

First off, let’s clear the air (pun intended). Weather modification—like cloud seeding with silver iodide or dry ice—is old-school tech. It’s been around since the 1940s, and it’s local, tangible, and usually ground-based or low-altitude stuff. States can regulate that. Tennessee’s SB 2691/HB 2063, passed in 2024, says no to:

“intentional injection, release, or dispersion, by any means, of chemicals, chemical compounds, substances, or apparatus within the borders of this state into the atmosphere with the express purpose of affecting temperature, weather, or the intensity of the sunlight”

That’s a solid move against secret cloud-seeding ops or military experiments—like the ones I exposed in my 2013 piece on military experiments on unsuspecting folks. States have the muscle to enforce that under their police powers—think permits, inspections, fines. Look at Idaho’s S1065 and Florida’s CS/SB 56 (2025)—they’re pushing transparency or bans on weather modification. It’s practical, boots-on-the-ground lawmaking.

Now, geoengineering? That’s a whole other monster. Stratospheric aerosol injection (SAI) isn’t clouds or low-altitude soot. It’s pumping sulfur dioxide or fancy nanoparticles (Aluminum, Calcium, Diamond Dust, or Titanium) into the stratosphere—70,000 to 90,000 feet up—to whiten the sky and reflect sunlight. Think Mount Pinatubo vibes, but on purpose. David Keith’s crew has been drooling over this for years (see his 2010 paper on photophoretic levitation). It’s global-scale, high-altitude, and—here’s the kicker—way beyond state jurisdiction. Tennessee’s law sounds tough, but planes at 35,000 feet dropping soot or sulfur? That’s aviation pollution, not SAI, and it’s untouchable by states thanks to federal law.

Mexico has not set a date for implementing its (geoegnineering) ban, a spokeswoman for the environmental ministry said.

And it's unclear what effect a ban might have. Dr. David Keith argues a ban is unenforceable. "You can't write legislation that says you can't put sulfur in the stratosphere since every commercial flight does that," he told Reuters.

The Clean Air Act: Uncle Sam’s Big Stick

Here’s where the rubber meets the runway. The Clean Air Act (CAA), Section 233 (42 U.S.C. § 7573), says loud and clear:

“No State or political subdivision thereof may adopt or attempt to enforce any standard respecting emissions of any air pollutant from any aircraft or engine thereof” unless it’s identical to federal rules.

Translation? States can’t touch aviation pollution—or the cirrus clouds those contrails spawn. I hammered this point in my 2018 piece on accidental geoengineering. Planes crisscrossing Tennessee skies, leaving persistent contrails that spread into cirrus clouds? That’s not SAI—it’s aviation-induced cloudiness (AIC) or contrail induced cirrus (CIC), and it’s locked under federal control via the FAA and EPA.

Tennessee’s Tenth Amendment flex—states’ rights to protect their people—sounds noble. I’ve argued for it myself in my 2017 anti-geoengineering laws piece. But the Supremacy Clause says federal law trumps state law when they clash. The CAA’s preemption is ironclad—Jon Fleetwood’s Substack post nails it: Tennessee admits its ban can’t touch planes. Contrails Aren’t SAI: Stop Mixing Them Up

Let’s get this straight: contrails turning into cirrus clouds ain’t the same as SAI whitening the stratosphere. Contrails happen at 30,000–40,000 feet when jet exhaust hits ice-supersaturated air—basic physics I’ve dissected in my Cirrus Clouds Matter hub. They spread, trap heat at night, cool by day—NASA proved it after 9/11 when flights stopped and temps dropped (see my 2001 history lesson). That’s pollution, sure—carbon black dust, soot, metals like aluminum and barium (check Abegglen’s 2016 study in my doc)—but it’s not geoengineering. It’s short-lived, tropospheric, and fades in hours or days.

SAI? That’s 70,000+ feet, stratosphere-level, designed to linger for months, turning the sky milky white. No commercial jet’s doing that—yet. The “chemtrail” label blurs this line, and it’s killing our activism (I ranted about this here). Call it what it is: aviation pollution. That’s the fight we can win, not some sci-fi SAI boogeyman.

State Laws: Possible, But Limited

Look at the state bills in the file below: 47 of ‘em across 2023–2025. Tennessee’s SB 2691/HB 2063 passed, banning intentional weather mods. Awesome. But most, like Kentucky’s HB506 (2024) or Minnesota’s SF4630 (2024), died in committee. Why? Pushback from feds and industry, plus fuzzy enforcement plans. The 2025 crop—Arizona’s HB2056, Florida’s H0477, Texas’s SB1154—are at 25% progression, meaning they’re still kicking. These can stop local weather modification (cloud seeding, fog dispersal), and I’m all for it—transparency’s key, like I demanded in my EPA speech.

But aviation-induced cirrus? Forget it. None of these bills can touch planes at cruising altitude. The FAA’s got that on lockdown, and the EPA’s too busy dodging real issues—like leaded avgas—to care about contrails (see my 2015 Substack rant). Even if every state passed a ban, those clouds would still form—because states can’t reroute flights or tweak jet fuel. That’s federal turf.

The Real Fight: Aviation Pollution, Not Chemtrail Myths

Here’s my pitch to you chemtrail warriors: refocus. Banning weather mods shows the world we’re pissed—great. It’s enforceable on the ground, and it forces accountability (like my Environmental Modification Accountability Act push). But geoengineering bans? They’re symbolic middle fingers to SAI schemes—like the ones the US and Saudi Arabia blocked at the UN in 2019 (I covered that here). They don’t stop planes from spewing soot and sulfur at 35,000-45,000 feet, wrecking our skies and ozone (my 2017 ozone piece).

The real enemy’s aviation pollution—carbon black dust, sulfuric acid, metals—turning contrails into cirrus that mess with climate and health. We can lobby the EPA and FAA to cut sulfur and metals in jet fuel (like NATO’s Single Fuel Concept I exposed in 2014), eliminate biofuels aka sustainable aviation fuels (SAF) like NASA’s ACCESS tests, here, or force airlines to use contrail avoidance routing so they don’t make clouds at all. That’s winnable. States can’t do it alone, but they can scream loud enough to force federal action—like we did at the 2015 EPA hearing (watch it).

Wrap-Up: Act Smart, Not Loud

So, yeah—state laws banning weather mods? Possible. Enforceable. Do it. Geoengineering bans? They flex the people’s will against SAI, and that’s badass—but don’t expect them to clear the skies of contrail cirrus. The CAA’s got aviation locked down, and Tennessee’s proof: their ban passed, yet the clouds keep coming. Focus on aviation pollution—ditch the “chemtrail” noise—and we might actually win this. Eminent Domain: A Threat to Property Rights and Indigenous Lands

The construction of these massive CO2 pipelines hinges on eminent domain—the legal authority of the government to take private land for public use, with compensation. However, applying this power to CCS projects raises serious questions about fairness and federal overreach.

• Private Citizens’ Lands at Risk: Landowners across the U.S., such as those in Nebraska highlighted by Bold Nebraska, are fighting against what they see as an abuse of eminent domain. They argue that these pipelines primarily benefit private corporations rather than the public, challenging the justification for seizing their farms, homes, and livelihoods. With plans to span all fifty states, the scale of land acquisition could spark widespread disputes and legal battles.

• Endangering Indigenous Lands: For Indigenous communities, the stakes are even higher. These pipelines could cross sacred sites or infringe on treaty-protected lands, echoing a long history of federal disregard for Indigenous sovereignty. The potential violation of these rights adds a profound ethical dimension to the debate, as noted in discussions on sites like Deceleration News.

• Federal Overreach and Explosive Risks: Beyond property rights, the high-pressure nature of these pipelines—operating around 3,000 psi—introduces the danger of explosive failures. A rupture could devastate rural landscapes, homes, and communities, especially in areas ill-equipped for emergency response. This federal push to prioritize CCS infrastructure over citizens’ rights and safety underscores the tension between climate goals and human costs.

The use of eminent domain for such a vast and risky project prompts a critical question: Do the uncertain benefits of CCS justify endangering private and Indigenous lands?

These 48-inch pipelines, designed to carry supercritical CO2 (a dense, liquid-like state), are engineering marvels—but they’re also potential disasters. Operating at extreme pressures, they pose unique and severe risks.

• Asphyxiation Hazards: A stark example unfolded in 2020 in Satartia, Mississippi, when a CO2 pipeline ruptured. The invisible, odorless gas displaced oxygen, hospitalizing dozens of residents who struggled to breathe. As reported in various accounts, including insights from YouTube analyses, emergency services were overwhelmed, highlighting the acute danger of CO2 leaks near populated areas.

• Explosive Failures: The combination of high pressure and large diameter amplifies the threat. A breach could trigger rapid decompression, potentially causing explosions, hurling debris, and creating craters. Unlike natural gas pipelines, CO2 leaks are harder to detect without specialized equipment, increasing the risk of undetected disasters. The Energy.gov report on CO2 pipeline infrastructure notes the need for stringent safety measures, yet questions remain about their adequacy for such an expansive network.

With thousands of miles of pipelines proposed, the potential for human and environmental harm is alarming, particularly in rural regions where response capabilities are limited.

Underground Sequestration: Environmental Risks Below the Surface

Once transported, the CO2 is injected into saline formations underground for long-term storage. While this aims to lock carbon away, it introduces significant environmental uncertainties.

• Earthquakes (Induced Seismicity): Pumping CO2 into geological formations can destabilize fault lines, triggering earthquakes—a phenomenon known as induced seismicity. Similar effects have been documented with fracking wastewater injection, and the Princeton Net Zero America annex warns of comparable risks with CO2 sequestration. Seismic activity could damage infrastructure or release stored CO2, undermining the entire effort.

• Poisoning Aquifers: A major concern is the risk of CO2 leaking into groundwater. When CO2 dissolves in water, it forms carbonic acid, lowering pH levels and potentially rendering aquifers undrinkable. This threat to drinking water supplies, emphasized in critiques from Food and Water Watch, could devastate ecosystems and communities reliant on these resources.

• Additional Risks: Other hazards include land subsidence (sinking ground) and the possibility of CO2 escaping through geological faults, either re-entering the atmosphere or causing unforeseen ecological damage. The long-term stability of these storage sites remains unproven, leaving environmental safety in question.

These risks challenge the narrative that underground sequestration is a clean, permanent solution, revealing a gamble with our planet’s water, land, and stability.

Carbon Dioxide Removal vs. Non-Carbon Emitting Power Sources: Pros and Cons

The debate over CCS and CDR often pits emission reductions through climate engineering against mitigation via non-carbon emitting power sources like renewables. Each approach has its advocates and detractors.

Carbon Dioxide Removal (CDR) and CCS

• Pros:

  • CCS allows continued use of fossil fuels while capturing emissions, particularly in hard-to-abate sectors like cement and steel, as championed by the Carbon Capture Coalition.

  • Federal incentives, such as the 45Q tax credit, make it economically appealing, supporting rapid deployment.

  • It’s framed as a bridge technology to buy time for broader decarbonization efforts.

• Cons:

  • It’s costly and energy-intensive, diverting resources from cleaner alternatives.

In recent years, the spotlight has turned to the stratosphere, with growing concerns about aluminum and its compounds accumulating in this critical layer of Earth’s atmosphere. Articles have pointed fingers at Starlink satellite reentries, claiming they contribute significant amounts of aluminum oxide as they burn up upon reentry. While it’s true that these satellites release aluminum oxide nanoparticles—estimated at about 66 pounds per satellite—the scale of this contribution pales in comparison to historical and ongoing sources that have been largely overlooked. Let’s unpack the numbers and put this debate into perspective.

Starlink Satellites: A Drop in the Bucket

Starlink, SpaceX’s ambitious satellite internet constellation, has garnered attention for its reentering satellites. Reports suggest that each satellite, as it incinerates in the atmosphere, produces roughly 66 pounds of aluminum oxide. With approximately 500 Starlink satellites having burned up so far, that totals about 33,000 pounds of aluminum oxide released into the stratosphere. This figure sounds alarming at first glance—until you consider the broader context. While 33,000 pounds is not trivial, it’s a minuscule fraction when compared to other human activities that have pumped far greater quantities of aluminum compounds into the atmosphere.

The Space Shuttle Era: A Heavyweight Contender

Take, for instance, the Space Shuttle program. Each shuttle launch produced a staggering 240 tons—or 480,000 pounds—of aluminum oxide, primarily from the solid rocket boosters that relied on ammonium perchlorate composite propellant, which contains aluminum powder. With 135 shuttle missions conducted between 1981 and 2011, the program contributed a jaw-dropping 64,800,000 pounds of aluminum oxide to the atmosphere. That’s nearly 2,000 times the total aluminum oxide attributed to Starlink reentries so far. Even accounting for the fact that these launches occurred over three decades, the sheer magnitude of this contribution dwarfs the impact of satellite reentries. The shuttle program’s legacy lingers, as these particles can remain suspended in the stratosphere for years, influencing atmospheric chemistry and potentially climate dynamics.

The Elephant in the Sky: Commercial Aviation

Yet, there’s an even larger source that rarely enters the conversation: commercial aviation. Globally, there are approximately 43 million commercial flights annually, many of which cruise at altitudes between 30,000 and 40,000 feet—well within the stratosphere, especially at higher latitudes where the boundary dips lower. Jet engines burn kerosene-based fuel, releasing a cocktail of pollutants, including metallic nanoparticles from engine wear and fuel additives. While aluminum oxide isn’t a direct combustion product of jet fuel, aircraft engines contain aluminum components that erode over time, and trace aluminum can be present in fuels and exhaust plumes. Studies suggest that aviation contributes vast quantities of ultrafine particles, including metals, to the upper atmosphere—far exceeding the outputs of both satellites and historical shuttle launches in sheer volume.

The global fleet’s contribution is difficult to pin down precisely without comprehensive, up-to-date data, but consider this: a single jet engine can emit billions of nanoparticles per second, and with tens of thousands of flights daily, the cumulative effect is staggering. Unlike the intermittent nature of shuttle launches or satellite reentries, commercial aviation is a relentless, ongoing source of stratospheric pollution. Yet, it’s rarely mentioned in discussions about aluminum or metallic nanoparticles in the stratosphere. Why? Perhaps because it’s an inconvenient truth—aviation is a cornerstone of modern life, and scrutinizing its environmental footprint at these altitudes is less palatable than pointing to high-profile space ventures.

Putting It All Together

So, where does stratospheric aluminum really come from? Starlink’s 33,000 pounds from 500 reentries is a tiny blip compared to the 64,800,000 pounds from the Space Shuttle program—a historical giant that set the stage for today’s concerns. But both are dwarfed by the continuous, global output of commercial aviation, which likely contributes orders of magnitude more metallic nanoparticles, including aluminum compounds, every year. The focus on satellites feels like a distraction when you consider that 43 million flights annually churn through the stratosphere, leaving behind a persistent haze of pollutants that we’ve barely begun to quantify.

This isn’t to dismiss the impact of satellite reentries—every source matters, and the growing number of satellites in orbit will only increase this contribution over time. But if we’re serious about understanding and mitigating stratospheric pollution, we need to widen the lens. The Space Shuttle era left a massive mark, and commercial aviation continues to dominate the skies. Blaming Starlink alone is like mopping the floor during a flood—it’s not wrong, but it misses the bigger picture. Until we address these larger, systemic sources, the stratosphere will remain a dumping ground for humanity’s high-flying ambitions.

Most people only focus on aluminum, completely oblivious to hundreds of peer-reviewed papers studying the other four, let alone ever hearing about diamond dust.

Today I present you with the true story of how The Climate Changers™ have discussed using diamond dust to reflect sunshine back into space and why they think it’s a good idea.

2012: Project LUCY in the Sky with Diamonds

Malcolm P.R. Light and Sam Carana, members of the Arctic Methane Emergency Project (AMEG), proposed using multiple radio frequency transmitters (like the ionospheric heater, HAARP in Alaska) to detect atmospheric methane and use their RF signals to compress that methane into diamond dust, creating noctilucent clouds.

Noctilucent clouds which are common in the Arctic form from water condensing around meteorite dust in the mesosphere above 50 km altitude and are becoming more and more abundant and are being seen at much lower latitudes. The increase in the methane concentration in the stratosphere and its oxidation in the mesosphere is resulting in more water at these high altitudes and an increase in the noctilucent clouds. The noctilucent clouds help reflect the suns heat back into space so if we can break down more methane with the HAARP or Lucy transmitters we should generate more clouds and thus help reverse global warming by:-

a) Getting rid of the high global warming potential methane at low altitudes and in the stratospheric global warming veil.

b) Generating sunshine reflecting noctilucent clouds in increasing amounts in the mesosphere which will reflect the suns energy back into space.

The HAARP facility has discovered what they call Polar Mesosphere Summer Echoes which are elusive phenomena which may be due to a thicker development of noctilucent clouds in the Arctic summer due to the increasing methane build up. These echoes are detected with the IRI transmitter when it is used as a radar with one 28 MHZ radar and two other VHF radars of 49 MHZ and 139 MHZ. If we could transmit 13.56 MHZ on the IRI transmitter and use the other radars and optical cameras to look for reflections from noctilucent clouds formed from the breakdown of methane in a circular zone above the HAARP transmitter we should be able to effectively test the system. There ought to be a buildup of the noctilucent clouds in the area where the HAARP transmissions are focused on the ionosphere. If it works there are 4 other similar facilities in the world (Hipas, Alaska; Arecibo, Puerto Rico, EISCAT, Norway and Sura, Russia) where they could immediately attack the atmospheric methane as well.

Evolution of Diamond Dust Geoengineering

First mentioned at the Solar Radiation Management Science (SRMS) conference in 2015, many studies since have been considering the benefits and risks of using diamond dust in stratospheric aerosol injection (SAI).

The most recent papers focus on feasibility and public perception while ignoring human health effects of breathing diamond nanoparticles. David Keith claims that using diamond dust will be “less noticeable” to the average human viewing the sky and that solid particle injection has less impact on ozone and other atmospheric chemistry issues than using sulfur.

The three aerosol types cause similar changes, except most notably the diamond aerosol increases brightness of the solar aureole by roughly three to five times less than do H₂SO₄ (sulfuric acid) or CaCO₃ (calcium carbonate).

Previously, in 2014, Geoengineering Watch organized a climate engineering educational presentation for the Shasta County Supervisors board. This is a follow up meeting. At the conclusion of the current meeting and Dane Wigington's brief climate engineering update, the board unanimously voted to place the climate engineering issue and a proposed ban of it on their 2025 agenda.

What Really Happened

Dane posted the above blog entry to his website and seems to be implying that there was some sort of “legislative draft to ban” climate engineering, despite there being no copy of any proposed ban, and that the Shasta County board voted unanimously to “place the climate engineering issue and a proposed ban of it on their 2025 agenda.” He posted a two minute video to YouTube to accompany this blog post and showed a preliminary hearing for one minute and thirty seconds, followed by two minutes advertising his documentary “The Dimming.”

Dane has yet to inform his viewers that just four days later, on January 28, 2025 at 9:00AM, the Shasta County did hear “a presentation” from himself and other locals both for and against Dane’s position. There was no vote on his presentation nor funds allocated to looking into his claims.

Dane did not present any draft legislation, offer any suggestion as to who is behind climate engineering, and clearly lied when he stated “We don't advertise, we don't sell anything.”

I am not being a hypocrite. I have a merch shop and I take donations, but I am transparently honest about it. Dane is effectively claiming that he doesn’t make any money doing his activism and that is absurd. He asks for donations in every video he makes (as do I). Just be honest.

The Good, The Bad, and The Ugly

When you watch the full hearing from January 28th, you will see Dane give about a ten minute presentation, followed by several speakers both for and against Dane’s position.

Dane makes an impassioned plea to the committee to look into climate engineering after showing a four minute trailer for his film The Dimming.

Federal Gag Order on “The Weathermen”

When asked who is behind this, Dane blames NOAA’s National Weather Service:

Why no disclosure? Because there's a federal gag order, an illegal federal gag order on the nation's weathermen, National Weather Service and NOAA. Why in the world would you gag the weatherman if you didn't have something very big to hide?

In an individual case, it is, it is difficult to prove is what I'm saying. And the bottom line is this material is there and we have a lot of officials that know it's there, not willing to talk about it, certainly not when there's a federal gag order on them.

This claim is FALSE:

The “gag order” is a Non-Disclosure Agreement (NDA) specifically talking about negotiations between the Federal Government (the Agency) and the National Weather Service Employee Organization (NWSEO) Union workers.

The complaint cites three gag orders issued in recent weeks by the National Weather Service and its parent agencies, the National Oceanic & Atmospheric Administration and the Department of Commerce. These orders forbid disclosure of information arising out of –

Organizational planning. This confidentiality order forbids disclosure of anything about the Weather Service Organization Workforce Analysis, which has the effect of muzzling any revelations about agency planning and the rationale for planned actions;

Grievance settlements. In July, the Commerce General Counsel instituted a policy that any settlement of grievances must include a nondisclosure clause. While it has an exception for “whistleblower cases” that exception comes nowhere close to meeting requirements of the WPEA and would block release of grievances involving actions by agency managers that constitute violations of law or regulation, waste of funds, mismanagement or abuse of authority; and

Collective Bargaining. The National Weather Service has just added a confidentiality clause to its ground rules for Collective Bargaining Agreement negotiations which requires that all information about the CBA bargaining process must be held “confidential.”

Will Dane ever admit that there is no gag order barring the NWS from talking about the weather? I highly doubt it.

How Do You Enforce a Ban on Geoengineering or Contrail-Cirrus?

Much of the science and data analysis that was done in the movie The Dimming has been debunked, much like the Mesa pattern of fraud. Um, and, uh, you know, I just would urge The board to focus on Matters that are within their jurisdiction that they can fix. Um, if you were to fully go down this rabbit hole, how in the world would you enforce such a thing?

Are you going to uh buy fighter jets and put those in your budget, uh, for a code enforcement to fly up and And uh enforce no contrails over Shasta County? I mean, it's just ridiculous.

Excellent point. I have said this many times. How will you enforce your ban on geoengineering? By force? I think not.

Dane responded to this claim about The Dimming being debunked by mentioning a court case:

someone brought up in here a court case that I lost. I lost a court case from someone who censored The Dimming had nothing to do with losing anything on this issue itself.

I checked the entire transcript and nobody mentioned a court case, so this piqued my curiosity. Apparently, Dane sued Douglas MacMartin for $75,000 for defamation due to long standing animosity and MacMartin’s fact checking of The Dimming. Dane filed and lost the case.

Douglas MacMartin claims that Dane Wigington unfairly blamed MacMartin for on-going climate engineering projects leading to his followers threatening and verbally abusing him.

This is why I constantly remind people: ATTACK IDEAS, NOT PEOPLE.

For reliable information on climate science, it is best to refer to peer-reviewed studies from reputable scientific organizations that follow established methodologies and provide evidence-based conclusions.

We don't have that with Mr. Wigington.

Uh, if you're going to waste time on this, why don't we look at the big problem we have up in Mount Shasta?

We have all these Lemurians that are pooping in our water. And all that water ends up in Shasta Lake and then we end up drinking it. So we need a point of time count of these Lemurians.

Secondly, we have Bigfoot eating our pets. They're eating our pets and we need to do something about it.

And what are we going to do about these Jewish space lasers? You know, they've been starting fires. They burned the entire town of Paradise down. Why not bring Marjorie Taylor Greene here to tell us about the Jewish space lasers?

This is ridiculous. This is a waste of our time, our resources. This is an insult to our intelligence, Jim Burnett.
